Yesterday, the Agriculture Committee of the Bavarian State Parliament debated a motion by the CSU and Free Voters parliamentary groups, which aims to set up a satellite-supported “area monitoring system”. Agricultural areas for which subsidies have been applied for are to be observed using satellite images. This would automatically check every five days whether certain subsidy requirements, conditions and obligations were met in the management of the areas. This could partially replace on-site inspections.

According to the government factions, the introduction of this control system is “due to the wishes of the farmers”. A permanent monitoring would not be intended, but only “assistance to the advantage of the farmers”, as MP Martin Schöffel (CSU) claimed.

The agricultural policy spokesman for the AfD parliamentary group in the Bavarian state parliament, Ralf Stadler, comments on this as follows:

“It shows audacity and contempt for the citizens when the CSU and Freie Wahler act as if farmers would like such a control system. In fact, an EU regulation on the financing, administration and monitoring of the common agricultural policy within the framework of the integrated administration and control system (InVeKoS) are implemented. Only the AfD has raised the urgent questions that arise here in the Agriculture Committee: Who has access to the data apart from the agricultural administration? Is data protection guaranteed? Could the system also be used to record the movement data of citizens will?

Even the name is misleading: In fact, this ‘area monitoring system’ is a satellite-supported monitoring system. Not only the farmers, but all citizens could be controlled with it.

The AfD was the only party in the committee to speak out against this system. We oppose the total surveillance of citizens!”
