Like the recently opened Boryeong Undersea Tunnel, the optimal route and construction method of the ‘Second Seohae Bridge’, which will be another major artery for revitalization of local industry and tourism, is presented as a new landmark on the west coast of South Chungcheong Province.

It is a plan to connect the 8.4km section from Anseompo-gu, Dangjin to Namyangho, Hwaseong, Gyeonggi with an undersea tunnel and a connecting road.

The provincial government recently completed the ‘pre-feasibility study for the construction of the 2nd Seohae Bridge’, which started last year to preemptively discover national projects and prepare for future social overhead capital (SOC) projects, and announced the results on the 11th.

In this service, the province is △Dangjin Seokmun National Industrial Complex – Hwaseong Gungpyeong Port 18.9km (1 plan) △Dangjin Seonggumipo-gu – Hwaseong Bonghwa Intersection 16.2km (2 plans) △Dangjin Anseompo-gu – Hwaseong Namyangho 8.4km (3 plans) △Dangjin Hanjinpo-gu We compared and reviewed 4 marine bridges and submarine tunnels up to 10.6 km (4 plans) at the Seopyeongtaek IC. As a result of conducting the research service by collecting opinions of advisors from relevant organizations such as the Korea Maritime and Fisheries Administration, the Korea Coast Guard, and the military base, it was concluded that the 3 proposals were the most advantageous in terms of economy, transportation, construction, and safety.

Of the total length of 8.4 km, 7.48 km of this line will be created as an undersea tunnel, and the remaining sections will be connected by access roads. Considering the frequent entry and departure of large ships going to and from Pyeongtaek Dangjin Port, the conduct of naval military operations, and the situation in which the bridge could be controlled simultaneously with the Seohae Bridge in case of bad weather. The provincial government expects that if the undersea tunnel is built in 3 plans, the travel distance from Godae-ri, Songak-eup, Dangjin-si to Ihwa-ri, Ujeong-eup, Hwaseong-si, on National Road 77 will be shortened from 46.4 km to 8.4 km.

Among the four projects, the total project cost was expected to be the lowest at KRW 745.8 billion, and the number of vehicles per day was estimated to reach 29,436, which was the highest. The economic feasibility analysis (B/C) result also showed 0.87, which is higher than the average B/C value of 0.76 for projects that passed the comprehensive preliminary feasibility study of the ‘5th national road construction plan’ conducted by the Ministry of Strategy and Finance.

The Seohae Bridge, which opened in 2000, is habitually congested, and in the event of natural disasters such as strong winds or lightning strikes, or large-scale traffic accidents, there is no choice but to completely control vehicles, so an alternative road is needed to bypass it. In particular, the average daily number of vehicles is 89,329, which is already saturated, and the traffic jam is getting worse on weekends and summer vacation seasons. For this reason, the need for the construction of the 2nd Seohae Bridge has been continuously raised to shorten the distance of National Highway 77 along the west coast, improve road connectivity, reduce logistics costs for industrial complexes in the northwestern part of Chungnam, and attract new industrial complexes.

An official from South Chungcheong Province said, “It takes a long time to carry out the ‘Second Seohae Bridge’ construction project in earnest. We will be able to bear fruit soon,” he said.
