According to Interior Minister Herbert Reul (CDU), the number of unannounced corona protests in North Rhine-Westphalia has increased sharply. “More and more meetings are not registered,” Reul told our editorial team. In the past four weeks there have been around 700 corona demonstrations in NRW with a total of over 100,000 participants. With the exception of 40 counter-demonstrations, most of the protests were directed against the corona measures. “So far it has remained largely peaceful. But it is still a considerable challenge for the police,” said Reul.

Anyone who does not register a meeting is liable to prosecution. Merely taking part in such a walk is not a criminal offense. Since the freedom of assembly is a particularly valuable asset, the police cannot simply break an undeclared but peaceful “walk”. In many places, the local police officers are faced with the legally difficult consideration of whether to intervene or not every Monday. The NRW Ministry of the Interior has already given all police stations in the state legal advice.

Freedom of assembly is “an important basic right. But I appeal to everyone who wants to take to the streets against the government’s Corona measures or whatever: Register your meeting,” said Reul. That helps the police with the deployment planning, serves the security of the population and the event itself. “I have no understanding for uncooperative behavior. In the end, this endangers the great good of freedom of assembly,” warned the minister.
