The next plenary session of the European Parliament will take place in Strasbourg on December 13-16. Due to the increasing number of COVID-19 infections, MPs will again have the opportunity to vote from a distance and make their speeches.

The following issues are on the plenary agenda:

Sakharov Prize 2021: The Sakharov Prize for Freedom of Thought will be presented next week to the Russian opposition politician and anti-corruption activist Alexei Navalny. Navalny is currently imprisoned in Russia, and his daughter Daria Navalnaya will receive the award on his behalf from EP President David Sassoli. After the ceremony, a press conference is planned with President Sassoli and Leonid Volkov, Navalny’s office manager, who was chief of staff during his 2018 presidential campaign. Digital Services & Digital Markets Act: Parliament will debate and vote on its position on the Digital Markets Act (DMA). With this law, the EU wants to restrict the market power of large online platforms (so-called “gatekeepers”) and put an end to unfair practices. The Commission should be able to impose fines. Gender equality: MEPs are calling for concrete measures for equality between women and men and a better balance between work and private life. The Member States should ensure equal access to the labor market, with equal wages and equal workers’ rights. More information about the gender equality.

Russian threat to Ukraine: MEPs will discuss the massive Russian military presence along the Ukrainian border with EU Foreign Affairs Representative Josep Borrell. It is feared that Russia could invade Ukraine. More information about EU-Ukraine.

EU external border with Belarus: The MEPs question the Commission and the Council on the proposal to adapt the EU asylum rules in Poland, Latvia and Lithuania to cope with the emergency on the EU’s external border with Belarus. More information about I-Belarus.

Discrimination against EU companies: Parliament will vote on a new international instrument (IPI) to encourage third countries to open their public procurement markets to the EU. IPI aims to end discrimination against EU companies in third countries. More information is available in the Press release of the EP Trade Committee of 11/30/2021.

EU summit and fight against COVID-19: The MEPs will talk to the Commission and the Slovenian Presidency on the topics of the EU summit on 16./17. December and discuss the EU’s response to COVID-19 and new coronavirus variants.

Rule of law in Poland and Slovenia: In a debate, MEPs will look at recent events in Poland, which could further divide the country from European values. The Polish government wants to oblige doctors to record all pregnancies and miscarriages in a central register. The register could come into force as early as January 2022. Corona build-up fund: The MPs will discuss the implementation of the national Corona development plans and assess the situation in the countries whose plans have not yet been approved. So far, 22 of the 26 national development plans submitted have been approved. The Dutch plan has not yet been submitted and the EU Commission has not yet approved the Hungarian, Polish, Swedish and Bulgarian plans. More information about the Corona development fund.

European Year of Youth 2022: During her SOTEU speech, Commission President von der Leyen announced that she would declare 2022 the Year of Youth. MEPs are expected to approve that the EU will put the needs of young people at the center of its political action over the next year. More information about the European Year of Youth.

Digital Services Act: The committee votes on the proposal for a Digital Services Act (DSA). The aim is to create a secure digital space for consumers who are better protected against illegal content and intransparent or unfair algorithms on the Internet.

Combating organized crime in the Western Balkans: online press conference with MEPs Mandl (ÖVP) and Schieder (SPÖ)

Monday, December 13th, 4:00 p.m.

In an own-initiative report that will be put to the vote in plenary next week (14 December), the European Parliament calls on the states of the Western Balkans to cooperate more closely in order to tackle organized crime. The rapporteur Lukas Mandl (ÖVP) and shadow rapporteur Andreas Schieder (SPÖ), provide information on the report and on further developments in the countries of the Western Balkans and in the EU accession process.
