With the aim of breaking the fourth wave, the federal and state governments have agreed on stricter corona measures. But for some federal states these are not enough – they are adding to the tightening.
On Thursday the federal and state governments agreed on stricter corona regulations in the fight against the fourth wave: among other things, the contact restrictions include 2G in retail and above a certain incidence clubs should have to close. But some federal states are going even further when tightening the measures.
Including Baden-Württemberg. According to the Robert Koch Institute, the seven-day incidence in the federal state is currently 517.6 – sixth place among all federal states in comparison, based on the highest incidence value in first place. After the meeting between the federal government and the prime minister, the state government announced that it wanted to impose stricter conditions in some cases. On Friday, Health Minister Manfred Lucha announced exactly how they should look.
No major events in Baden-Württemberg
Large events are initially taboo in Baden-Württemberg. For all other events, only a maximum of 50 percent of the possible guests will be allowed in the future. Regardless of this, an upper limit of a maximum of 750 people is to apply in the future. According to the state government, this also applies to football games.
Clubs and discos must close on Saturday. Baden-Württemberg is thus implementing the federal-state resolution, which provides for this step from a seven-day incidence of 350. In addition, all the Christmas markets that are still open have to close. In the catering trade, too, the new corona rules of Baden-Württemberg go beyond the measures agreed on Thursday. In principle, the 2G-Plus regulation should be applied. Guests must therefore test themselves before the visit, even if they have been vaccinated or have recovered.
It remains with ghost games in Bavaria
With a view to possible major events, other federal states are also taking a tougher course than provided for in the national minimum requirements. In Bavaria, this mainly affects the football clubs. From Saturday onwards, spectators will no longer be admitted to professional sports matches in the national leagues, as Prime Minister Markus Söder announced. This means that the upcoming home games between Bundesliga soccer club FC Augsburg and VfL Bochum as well as the second division club 1. FC Nürnberg against Holstein Kiel will be ghost games.
In general, Söder sees Bavaria on the right track in tackling the pandemic. The fourth wave was “cracked”, said the CSU chief with a view to the seven-day incidence, which fell from 652 to 561.5 within a week. But the new wave has not yet been “finally broken”. The current incidence value is the fifth highest in a nationwide comparison – Bavaria is directly ahead of Baden-Württemberg.
Berlin limits the number of guests at events
With a seven-day incidence of 360.7, Berlin is currently in the middle field among the federal states. Large events are still allowed here for the time being. However, after a special meeting, the state capital’s senate decided to significantly lower the limit for the number of visitors. As the Governing Mayor Michael Müller announced, a maximum of 5000 guests are allowed for large outdoor events and only 2500 indoors. The federal and state governments had agreed on the limits of 15,000 visitors outdoors and up to 5,000 guests at events in closed rooms.
Due to legal issues, clubs in Berlin should remain open for the time being, even if the seven-day incidence is already over 350. But as the Berlin State Chancellery announced, dancing will be banned from next Wednesday.
Müller added that many of the measures decided between the federal government and the state leaders had already been implemented in Berlin. The 2G rule has been in effect in restaurants, theaters and cinemas since mid-November. With the additional tightening, Müller expressed “the hope that we can make it through the winter time”.
Stricter measures at warning level “red plus”
In Mecklenburg-Western Pomerania, the tougher measures have so far only affected two districts: the Mecklenburg Lake District and now also the Rostock district. In the state, different warning levels apply depending on the incidence: green, yellow, orange and red. However, if the red warning level lasts for a week or more, a district is classified as “red plus”, as are the two affected districts. And that means: leisure facilities have to close. In the Rostock district, cinemas, clubs and theaters will be affected from Saturday. Christmas markets are also not allowed to open for the time being. Sports events have to be canceled.
No obligation to test after the booster
But it is not only at major events that the federal states go beyond the conditions agreed at the Prime Minister’s Conference. Rhineland-Palatinate wants to significantly expand the 2G-Plus regulation – and that too from Saturday. Then the following applies: wherever a mask cannot be worn indoors, 2G-Plus comes into effect. For example in restaurants, in sports facilities, but also in the cinema or in hotels.
However, anyone who has already received a booster vaccination is exempt from the mandatory test included in 2G-Plus, announced country manager Malu Dreyer. After the booster vaccination, the relevant proof of vaccination is sufficient. In addition to Rhineland-Palatinate, Lower Saxony also wants to allow this relief after a third vaccination. The state government reacts to findings that the risk of infection and transmission after three vaccinations is “extremely low,” said the Lower Saxony Ministry of Social Affairs.
In Saxony, much stricter rules have been in place for a long time
The people in Saxony will hardly notice anything of the tightening that has now been agreed. Because Corona regulations have been in effect here for around a week and a half, which go beyond the federal-state resolutions. With a value of 1224.7, Saxony is still the state with the highest seven-day incidence. In the district of Central Saxony it is even at 2062.5, in the district of Saxon Switzerland-Eastern Ore Mountains with 1994.5 it is just below the 2000 mark.
That is why members of a household in Saxony are only allowed to meet one other person. This does not apply to people who have been vaccinated, who have recovered, or to children and adolescents under 16 years of age. In addition to the 2G regulation in retail and catering, there are limited opening times – for both sectors from 6 a.m. to 8 p.m. Cultural and leisure facilities, clubs, bars, but also dance schools had to close when the ordinance of November 22 came into force, and courses at adult education centers are also temporarily canceled. Large events are not allowed to take place, neither are Christmas markets and public meetings are limited to a maximum of ten people.
