SWR Broadcasting Council
The SWR Broadcasting Council received a total of 19 statements from 14 different senders as part of the three-stage test procedure. After the publication of the telemedia change concepts for SWR-Telemedien, ARD.de and planet-schule.de on September 24th, 2021, the Broadcasting Council invited third parties to review and comment on the planned changes to the digital offers.
According to Section 32 (5) of the State Media Treaty, the Broadcasting Council is obliged to give third parties the opportunity to comment. The Broadcasting Council is now publishing the statements of the senders who have agreed to publication.
In addition, the statements in accordance with the approval guidelines for telemedia offers of the SWR are forwarded to the director for comments and to the expert for the examination of the economic effects of the SWR offers. As reported, the Broadcasting Council awarded these reports to Goldmedia GmbH Strategy Consulting.
As part of the three-stage test, the Broadcasting Council has to examine whether the essential changes to the approved telemedia offers correspond to the democratic, social and cultural needs of society and whether they contribute qualitatively to journalistic competition. In addition, it must be determined whether the financial expense is justified.
