The acceleration program to expand all-day care in elementary school age is proving to be impossible to achieve. The chairman of the local politics working group of the CDU / CSU parliamentary group in the German Bundestag, Christian Haase, explains:

“Even municipalities that have access to ready-made plans when applying for the accelerator and were able to start implementing them as quickly as possible are facing more and more serious problems with the structural implementation. Construction work is well behind schedule and the municipalities have no way of controlling interventions in order to catch up again.

After we received the first calls for help from affected municipalities at the beginning of October, we wrote to the responsible Federal Ministries of Finance and for Family, Seniors, Women and Youth urgently asking for an extension of the deadline. Apart from an acknowledgment of receipt, no reaction has been detected so far.

A prestige project also threatens the federal government with considerable burdens on local finances, which can only be averted through courageous intervention by the SPD-led federal ministries.

If we want to successfully implement the expansion of all-day care in elementary school age, we must not stop halfway with the accelerators. An extension of the funding program is inevitable. ”

Background: After the federal government last year provided 750 million euros in accelerating funds from the corona-related economic stimulus package (federal financial aid for the investment program to accelerate the infrastructure expansion of all-day care for primary school children) to promote the all-day expansion in primary school age, many municipalities set out to help to expand support capacities with the funding. The funds must be spent by December 31, 2021.

Due to structural problems, many municipalities will foreseeably not be able to call up the funds provided in time for December 31, 2021. If the deadline set so far to call for funds remains until December 31, 2021, many municipalities will return the planned and required funds and will not be able to implement measures, or they will have to compensate for the shortfall in funding resulting from the necessary return of funds with their own funds, which is also the case Will reduce expansion possibilities in the future.
