The southern Chinese free trade port of Hainan opened a trade fair to attract talent from all over the world in Haikou on October 24th, signaling to the world that the island is hoping to attract more skilled workers here.

Compared to previous initiatives of this type, this recruitment campaign is more flexible, includes more and better defined positions, has a wider range of potential target groups and will run over a longer period of time.

According to Xia Chenge (deputy director of the provincial talent development bureau), employers in the province, including universities, scientific research institutes, key laboratories, hospitals, state-owned enterprises, project platforms and industrial parks, are currently seeking talented professionals and key personnel to fill more than 36,000 vacancies occupy. There are more than 100 vacancies with an annual salary of more than CNY 1 million.

The 11 major industrial parks in Hainan’s Free Trade Port hope to fill 11,496 vacancies. These vacancies, which make up around 30% of the total number of vacancies, are a sign of the island province’s need for skilled workers and technicians and represent a significant increase over previous initiatives of this type, both in terms of the number of positions and their quality.

According to Director Xia, many of these positions are aimed at people from overseas or with international experience. In addition, the talent recruitment scheme under this recruitment initiative is clearly industry-oriented, with an emphasis on the provincial leading industries (such as tourism, modern services, and high-tech, efficient tropical agriculture). This is another step taken to lay a solid foundation for the development of the FTP in Hainan.

As of 2018, Hainan has implemented a range of policies on talent taxation, settlement, property purchase, car purchase, children’s schooling, and health insurance.

As far as taxation is concerned, the actual tax burden for the gifted and for professions urgently needed for the development of the FTP must not exceed 15%. Anything beyond that is tax-free.

Foreign workers in Hainan are now allowed to take 38 professional qualification exams, including the exams for Registered Architects and Licensed Pharmacists. At the same time, a total of 219 different professional qualifications from abroad are now recognized throughout the province.

In terms of medical coverage, foreign talents and their spouses, immediate family members, and service personnel – regardless of their nationality or household registration – can get the same basic health coverage that is available to urban and rural residents of Hainan.

This recruiting initiative will continue until June next year and job seekers can register on the official website (www.ihnhr.com) to search for positions and submit their résumé.
